Harkcon, Inc. is a dynamic, internationally recognized, service-disabled veteran-owned business committed to providing comprehensive organizational and workforce performance analysis, training development & delivery, intelligence analysis, and comprehensive performance support with a variety of customized, innovative solutions in the public and private sectors. Harkcon was established as a limited liability company in 2005 and incorporated in the Commonwealth of Virginia in 2009.
Working with clients such as the U.S. Coast Guard, Department of Energy, Department of Homeland Security, Federal Bureau of Investigation, Department of Defense, and Department of State, and partnering with other businesses such as PricewaterhouseCoopers; ABSG; ICF International; Innovative Technology Partnerships, LLC; Leidos; and more, we have established a reputation for consistently delivering high-quality, customized solutions that improve worker, workplace, and organizational performance.

our history
There are some instances in life when the stars truly do align, and the formation of Harkcon was one of those times. Following his retirement from the U.S. Coast Guard in 2004, Harkcon founder and CEO, Dr. Kevin Harkins, started his second career as an independent contractor focusing on human performance technology and competency modeling. In so doing, he became acquainted with other retired military members also working in the same field. The group discovered many shared talents and interests and, in the spring of 2005, Harkcon was formed as a limited liability company. The company won its first work in 2006 as a sub-contractor on a Coast Guard Human Resources contract. Harkcon has continued to maintain a relationship with the Coast Guard since then.
Since its inception, Harkcon has enjoyed steady growth and we now have over 100 employees and core contractors on our team.

Harkcon supports Hope for the Warriors™, a 501(c)(3) organization whose mission is "to enhance quality of life for U.S. service members and their families nationwide who have been adversely affected by injuries or death in the line of duty. Hope for the Warriors™ actively seeks to ensure that the sacrifices of wounded and fallen warriors and their families are never forgotten nor their needs unmet, particularly with regard to the short and long-term care of the severely injured." Harkcon provides ongoing financial, professional and volunteer support to Hope for the Warriors™, its programs and events.
