David Martens - Emergency Management Services Program Manager
David Martens is the on-site Project Manager for Harkcon’s contract with the Coast Guard Office of Emergency Management and Disaster Response. From his seat at Coast Guard Headquarters in Washington D.C., Dave leads a team of professionals providing full-spectrum Emergency Management policy and planning support for Coast Guard operations worldwide. Such support includes production of specially tailored Incident Command System job aids and performance standards, pandemic influenza policy development, and Continuity of Operations training and exercises for senior Coast Guard officials.
Dave is a retired Air Force officer. His operational assignments included Wing Weather Officer to the 388th Tactical Fighter Wing, Division Staff Weather Officer for the 101st Airborne Division (Air Assault), and Chief of the Korean Theater Forecast Unit. He also led international weather teams providing daily support to Stabilization Force (SFOR) in Bosnia-Herzegovina and Kosovo Force (KFOR) in Kosovo.
Dave has a Bachelors Degree in Meteorology from the State University of New York at Oswego and a Masters Degree in Engineering Management from The George Washington University.
